After reading many other builder's website, I decided to follow Dan Checkoway's method to position the fuel tank.
I started drilling the 3/16" hole at the center (lengthwise) of each Z bracket. On the root bracket, the hole is offset about 1/16" away from the bracket web for wrench clearance, for all other brackets, the hole is offset 1/16" toward the web, for rivet-puller clearance when riveting the bracket to baffle plate later.
After drilling the hole, I then bolted the brackets to the spar, drilled the other two holes on each bracket using the spar as a guide.
