I got the the F719-L I ordered a few days ago. Even adding a strap will fix the short edge margin problem, since I already have the part, I went ahead and replaced F719-L. The replacement went smoothly.

I also spend some time to calculate different way to repair the short edge margin on the firewall stiffener. I can either add a strap or drill a hole and add a rivet. It looks like either way will be ok. There are quite bit assumptions in my calculation, I have to refine it a little. I prefer adding a rivet, but the only thing bothers me is the hole spacing is 3.5d, less than the ideal 4d for fatigue reason. But this is probably ok because the primary load direction is in the rivet line.
